Managing the Market and Commercialisation

The West London Alliance has set up a number of Dynamic Purchasing Systems (DPS). A DPS is a completely electronic system, and is an "open market" to provide access to a pool of suppliers for a number of services. The purpose of these is to enable the West London Alliance to encourage competition and allow suppliers to join at any time.


Please note that all registrations for these DPS will be via the Due North e-sourcing tool


Dynamic Purchasing System for Care Home and Supported Living Placements for Adults


The purpose of this procurement is to establish a Dynamic Purchasing System for Care Home and Supported Living Placements, enabling the call-off of Placements for eligible adult social care users. The DPS is an entirely electronic system and call-offs will be made through an e-brokerage (or similar electronic) system. The new DPS is due to commence 1st September 2016 and will initially last 4 years (with the option to extend for up to another 4 years)

Dynamic Purchasing System for Independent Children's Placements


The 9 London Boroughs in the West London Alliance are seeking suitably qualified interested organisations to apply to offer Children's placements through a DPS. This procurement will be for the following commissioned services/areas:

  • Children's Residential Placements (London Borough of Ealing will be the lead on behalf of the 9 boroughs) 

  • Independent Fostering Agencies (London Borough of Barnet will be the lead on behalf of the 9 boroughs) 

  • Special Educational Needs (SEN) for independent non maintained special school (INMSS) Placements (London Borough of Brent will be the lead on behalf of the 9 boroughs)
